About the Role
We are seeking Technology Business Management (TBM) Expense Transparency Consultants across multiple experience levels to support a large, government‑based IT organization.

Work Location: NYC (Must be local to work onsite)
Duration: 6 months with a possible of extension
Rate Range: $40-$73/hr on W2 depending upon experience 

This role focuses on IT financial transparency, helping leadership understand:
  • Where IT money is spent
  • How costs are allocated
  • How IT services link to business value
The work spans all IT service towers, including:
  • Product Management
  • Infrastructure & Operations
  • Cybersecurity
  • Other IT service organizations
Levels We Are Hiring For:

🔹 Level 4 – Senior TBM Expense Transparency Consultant
Experience: 10+ years
Government experience: Required
Focus:
  • Enterprise‑level ownership of TBM and IT financial transparency
  • Leads cost modeling, allocation methodologies, and executive reporting
  • Acts as a trusted advisor to senior IT and Finance leadership
🔹 Level 3 – Senior Business Analyst / TBM Consultant
Experience: 7–10 years
Government experience: Required
Focus:
  • Leads TBM expense transparency activities
  • Owns complex financial models and reporting
  • Partners closely with IT Service Owners and Finance
🔹 Level 2 – Business Analyst / TBM Analyst
Experience: 4–6 years
Government experience: Strongly preferred
Focus:
  • Hands‑on IT financial analysis and modeling
  • Supports cost allocation, reporting, and transparency efforts
  • Works under guidance of senior consultants
Final leveling will be based on experience and scope of prior work.

Key Responsibilities (All Levels)
  • Lead and support TBM Expense Transparency initiatives across IT
  • Develop, maintain, and refine IT financial models, including: 
    • Cost allocation models
    • Service and tower cost mappings
    • Run vs. innovate categorizations
  • Partner with IT Service Owners to validate financial inputs
  • Maintain and enhance reports used to communicate IT spend
  • Review and improve allocation methodologies
  • Ensure financial data is accurate, defensible, and clearly explained
Required Qualifications
  • Experience in Technology Business Management (TBM), IT finance, or cost transparency
  • Strong understanding of IT financial operations: 
    • Budgeting & forecasting
    • Cost allocation
    • Procurement and vendor management
    • Contract analysis
    • Financial reporting
  • Advanced Microsoft Excel skills (required): 
    • Complex formulas and pivot tables
    • Financial modeling
    • Scenario analysis
  • Ability to work with IT, Finance, and business stakeholders
  • Ability to clearly explain financial data to non‑financial audiences
  • Prior government experience is required for senior levels
Preferred Qualifications
  • TBM frameworks or cost transparency tools
  • Power BI or similar reporting tools
  • ServiceNow exposure (ITFM, CMDB, assets, services)
  • PeopleSoft or similar ERP experience
  • Experience supporting large public‑sector or government organizations
